Update feature count instructions in release post template

Why is this change being made?

The exact count is never right and a hand count is annoying, let's make this easier.

This takes care of https://gitlab.com/gitlab-com/ceo-shadow/tasks/-/issues/108#note_432376050 from the 13.5 release post retro.

Author Checklist

  • Added a description to this MR explaining the reasons for the proposed change, per say-why-not-just-what
  • Assign this change to the correct DRI
    • If the DRI for the page/s being updated isn’t immediately clear, then assign it to one of the people listed in the "Maintained by" section in on the page being edited.
