Add note to upgrade to Ruby 2.7.2 for GitLab 13.6

Why is this change being made?

As described in gitlab-org/gitlab#288039 (closed), GitLab 13.6 introduced a few merge requests that broke Ruby 2.6 compatibility. Update the release post to make sure we cover gitlab-org/gitlab!48552 (merged).
