Update package direction after AMA

Why is this change being made?

This MR makes several updates to the Package direction page:

  1. Remove UX research issue link and replace with category-specific links to the Package problem validation board.
  2. Adds Google's container and package registries and relevant details to the competitive info section
  3. Adds a note about counting container registry storage towards project storage
