Update OSS program requirements to "not seeking profit" to be more clear
Why is this change being made?
We often receive questions about the "non-profit" requirement. This MR updates the language to "not seeking profit" to help make it clearer that a project doesn't need to have non-profit status (e.g. 501 c(3), but instead needs to simply not seek a profit.
