Performance-specific OKR for Production team

Ernst van Nierop requested to merge evn-prod-okr-perf into master

Related to https://gitlab.com/gitlab-com/infrastructure/issues/2092, we discovered that - oddly - there wasn't yet a specific OKR for the Production team around performance related issues (well, there is the cache splitting by persistence which has some performance gains).

This merge request aims to specifically add Performance as a key result for the Production team to also attend to (not in isolation of course).
