Updated DR and Geo replication dates

Why is this change being made?

DR viable maturity is done from the engineering side, see gitlab-org&1507 (closed). We still need to complete the UX scorecard and I am setting an ambitious target for end of January to complete this.

For Geo replication, we've not been able to do any specific work for this in the second half of 2021. Some DR improvements also benefit Geo. Given the outstanding items for DR I don't think we can accomplish a maturity increase before middle of next year.
