Scalability - addition to issue triage process
I wanted to capture in the handbook that it's important to assess issues that come our way, even if we don't think we are the most suitable long term owners of a given problem.
When issues come our way, they often fit into some grey area and I want the team to be helpful custodians of these issues until a suitable owner is found. When we say things like "is this our problem?", this can be viewed in a non-inclusive way. Ultimately, all of GitLab's problems are our problems because we are team members, but that doesn't mean we have to fix every problem either. That is not efficient. At the very least, we should be assessing and guiding these issues towards some form of result.
