Add LFS ownership

Why is this change being made?

Clarify the ownership model of LFS, for efficiency.

From !71468 (comment 480518052):

LFS is a weird one. The Package group owns the category from a marketing aspect, but the Create team owns the code base. This is due to groups not being able to have more than 8 categories.
