Add 13.11 release to TW Handbook page

Why is this change being made?

The Technical Writing Handbook page did not previously mention the 13.11 GitLab release. This MR adds the 13.11 release, and re-orders the release assignment to indicate a swap between Amy and Suzanne for the 14.0 release duties.
