WIP: Add feature-flagged workflow status

Why is this change being made?

It's still unclear when an issue may be associated with a feature flag rollout issue, when it is GA, etc. As part of the Feature-flag working group a suggestion to add a workflow status for issues with an associated rollout issue that may be long lived and/or carry over from one milestone to another.

For example changes to .gitlab-ci.yml, JavaScript/CSS/Ruby code or the layout files. (this requirement has been removed pending identification of a new DRI for the handbook)
