Fix Headers on Twitter workflow page

Why is this change being made?

The headers on the Twitter workflow page seem incorrect. This may have happened when the new community operations team was created and handbook pages were migrated over.

This MR fixes the headers and removes some extra text that seems to have been inserted in the process.
