Add initial version of the SaaS- first framework

Why is this change being made?

Create a framework for PMs to implement the SaaS-first product investment theme including

  1. How PMs can identify hard blockers among SaaS customers
  2. How to weigh these items against others using our prioritization framework and
  3. A system for tracking these blockers
