Update faraday to 0.17.4 and faraday_middleware to 0.14.0

Why is this change being made?

Updates faraday from 0.15.4 to 0.17.4 and faraday_middleware from 0.13.1 to 0.14.0 since these updated packages support Ruby 3.0, which is blocking !78850 (merged).

These include fixes for Ruby 2.7.
