Update sub-dept description with current example

Why is this change being made?

The Threat Management sub-department is no longer a sub-department recognized in Engineering. As a result of the realignment explained in https://gitlab.com/gitlab-org/threat-management/general/-/issues/754#slack-channels-and-groups we've archived the Threat Management SD slack channel. I've updated this example to use the Engineering Dev sub-department since that is the only sub-department-based Slack channel I could locate.
