Update documentation link for release post item

Why is this change being made?

As part of gitlab-org/gitlab!59118 (merged), the URL for the documentation that describes this new feature was changed. Instead of this feature being described on its own doc page, it was integrated into an existing page about using merge requests. This MR only updates the release post item with the new location in the documentation for this item.
