What does this MR do?

Counterpart: gitlab-org/quality/triage-ops!834 (merged) and gitlab-org/gitlab!61331 (merged)

Avoid to label Starter due to its EoA, we should not label issues to Starter, except for ones for maintenance of existing features in Starter/Bronze: https://docs.gitlab.com/ee/subscriptions/bronze_starter.html
