Update TW job page with clarifications, new Principal description

Why is this change being made?

Part of the 2022-Q2 KR: Make sure that our job descriptions are clear and useful, and build out descriptions for Principal where needed

For the TW portion of the OKR, we've improved the team job descriptions at all levels. The goal is to clarify responsibilities, to better communicate more senior-level responsibilities, and to assist during the annual review process.

Next steps

We're interested in the team's comments regarding these proposed changes to the TW job descriptions.

As a note, this content replaces the content that's currently found at: https://about.gitlab.com/job-families/engineering/technical-writer/

We're primarily looking for refinements to these responsibilities, especially since they're based on both our existing responsibilities and our day-to-day work.

Please look over these changes, and if you have suggestions or comments, be sure to add them no later than Friday, June 11. We want to get these changes in place soon, as we'll need to update our Compa sheets, and people need time to get accustomed to these descriptions before the next review. Thanks!
