Remove specific Foundations manager responsibilities to align with performance worksheet

Why is this change being made?

In #11219 (comment 617673336), we decided that the Foundations management track will follow the same track as other managers within product design. This means Foundations manager/s will utilize the same performance worksheets, as well. For this reason, this MR removes the specific Foundations responsibility in favor of the product design manager responsibilities.
