Category Update: Move Pages from Release to Editor
This MR proposes to move the Pages category from Release to Editor.
Why?
Pages and static site editor are related categories. While SSE is about creating an amazing experience for editing and building static sites, Pages is about building and hosting the static site. Housing and prioritizing work for these categories within a single group can remove unnecessary organizational overhead.
Why now?
The Release Group needs to focus on the deployment direction while also be available to help improve the reliability of the CI/CD pipeline. Given that the Release group recently completed the bulk of the work to re-architect Pages, this is the right time for Pages to be moved over to the Editor group.

- Complete clean-up work on Re-architecture and migration - The Release group plans to complete the must do/time sensitive ones in this epic in 14.3
- Pages Access Control at Group Level
- Improve Page's usability
