Users can create their own interview training issues
Why is this change being made?
Both @kpaizee and I were unsure from https://about.gitlab.com/handbook/hiring/conducting-a-gitlab-interview/#interview-training-and-preparation if we could create our own interview training issues, or if someone needed to create them for us. When Kati asked (https://gitlab.slack.com/archives/C3E899ZH8/p1621003198211200?thread_ts=1621002427.211000&cid=C3E899ZH8) Ashley Jones confirmed we could create our own.
