The product planning board should filter backlog

John Hope requested to merge jh-plan-build-board-filter-backlog into master

Why is this change being made?

The board listed on the Plan Category page (and linked from the #s_plan channel in Slack) doesn't filter out Backlog. It would be better to automatically include this filter and allow the viewer to remove it if necessary. This way both engineers and customers looking at our board are aware of the priority of items. The board is refined with this filter applied.
