Remove duplicate and update Nikos departments

Why is this change being made?

@nbelokolodov has added a team page entry, so we can remove the placeholder, and add extra departments: to Niko's entry to ensure he is counted https://about.gitlab.com/handbook/product/categories/#product-intelligence-group
