tl;dr; This MR is to keep up to date the payroll handbook replacing Datev to Cloudpay as pay slip provider for Germany.

The payroll handbook page have old information related to the pay slip provider for Germany (Datev).
According to the GitLab GmbH (Germany) Entity the correct provider is Cloudpay.
