Display reason of a skipped maturity model criterion

Why is this change being made?

For gitlab-com/gl-infra/scalability#1355 (closed)

In runbooks!4007 (merged), we support adding a reason when letting a service skip a maturity model's service. As a result, the structure of maturity model manifest file changes.

This MR is to adapt the new structure, and display the reason why a crierion is skipped. Also, in runbooks!4001 (merged), we moved the dependency graph criterion from Level 2 to Level 1.
