Add TW leadership label to handbook page
Why is this change being made?
This MR updates the list of labels in use by the Technical Writing team to include the "Technical Writing Leadership" label to the list. I also set the lines in top-level Labels section to have content be on one line, and not multiple lines, based on the conventional style for Handbook content.
