Creating a handbook page for Incident Response Management Working Group

Why is this change being made?

Through the process of Incident response, it was identified that Reliability, Development, Quality, and SIRT teams do not have a uniform approach to Incident Response Management. This workgroup will attempt to provide a framework to standardized the incident response process throughout Gitlab.
