Handbook: Community relations team is the DRI for community requests in LinkedIn reports

Why is this change being made?

I've reported a fake LinkedIn profile to our people group in Slack, and then read the handbook mentioning the Community Ops Manager. This role does not exist anymore on the community relations team.

This MR updates the Community Relations team to be the DRI. While at it, I've also changed all community references to wider community, as this is the correct term.
