Update Acting CoS to the CTO information
Why is this change being made?
@cynthia mentioned in Slack some items that we could update. Here I've:
- Clarified that people applying in one quarter who applied in the previous quarter take precedence.
- Added TMRG membership as a bonus criterion.
- Mentioned the coffee chats as part of the selection process.
- Added / fixed a link or two.
