Update Acting CoS to the CTO information

Why is this change being made?

@cynthia mentioned in Slack some items that we could update. Here I've:

1. Clarified that people applying in one quarter who applied in the previous quarter take precedence.
2. Added TMRG membership as a bonus criterion.
3. Mentioned the coffee chats as part of the selection process.
4. Added / fixed a link or two.
