Add prioritization sessions as a product process

Why is this change being made?

We have held these prioritization sessions for a long time in the Source Code and Code Review groups, and other groups are adopting them in some fashion. This MR documents them in the product processes page, as a planning tool for times of uncertainty and lack of direction.
