Update Community Forum handbook: Moderator reviews, Admin revoke, structure

Why is this change being made?

The Community Relations workflow for forum.gitlab.com was missing the following guides:

  • Review guidelines for moderators
  • Deprovisioning accounts (suspend users, keep account)

This MR also updates the structure to follow the audience interest:

  1. Users
  2. Moderation
  3. Administration
