Breaking infradev issues scheduling and priority guidance

Why is this change being made?

issues require breaking changes to mitigate will be scheduled in the next major release. As such SLO may not apply for those issues.

For breaking changes those changes will be prioritised as priority1 for the major release they're scheduled in.
