This MR uploads the "workflow fix broken pipeline stubs" dataset presented in gitlab-org/duo-workflow/duo-workflow-service!35 (closed).

How to set up and validate locally

1. Check out to this merge request's branch.
2. Install dependencies.

   poetry run install

3. Update the .env file
4. Check the existing commands ELI5 provides:

   poetry run eli5 datasets create duo_workflow.fix-broken-pipeline-stubs.1 datasets/duo_workflow/fix-broken-pipeline-stubs # we follow the ELI5 naming constraints.
