Enable multi-arch Dockerfile for non-UBI images and build with buildx and use skopeo to retag

What does this MR do?

  1. enable non-ubi images to build on arm64 architecture and update Dockerfiles for cfssl-self-sign, gitlab-go, gitlab-gomplate, gitlab-rails and kubectl.
  2. use 'docker buildx --push' for non-ubi images and use 'docker manifest inspect' to get image size on both architectures.
  3. leave ubi pipeline with 'docker build' as origin
  4. use skopeo for image retag
