Send deps.io updates to review queue

Send deps.io updates to review queue

Assign update merge requests created by deps.io to the general
review queue instead of directly to the maintainers. This creates
broader visibility to both reviewers and trainee maintainers while
at the same time bringing the process into alignment with our
existing merge request processes.

What does this MR do?

Do not send deps.io updates to maintainers (assign to no one)
