Draft: Test with Ruby 3.1
What does this MR do?
Drop RUBY_CACHE_KEY in favor of RUBY_VERSION
Previously RUBY_CACHE_KEY was used as the bundle cache key, but we forgot to bump RUBY_CACHE_KEY when RUBY_VERSION/NEXT_RUBY_VERSION were bumped. Let's just simplify things and use RUBY_VERSION.
