Bump exiftool to 12.70 and fix patch file
What does this MR do?
Taking over the dependency update from deps.io to correctly apply the patch file: Update exiftool/exiftool from 12.70 to 12.71 (!1634 - merged)

And our patch is now also excluding JPH => ['JP2', 'High-throughput JPEG 2000'],, which was added read/write support in this version.
That said, I'm not particularly aware of things to watch out for on this changelog, nor am I sure if we really need to skip support for JPH.
