What does this MR do?
Remove OpenSSL 1.1 for Ruby 3.0 in debian ruby
Debian bookworm (12) ships with OpenSSL 3, which is not supported by Ruby 3.0 and older. In order to use Ruby 3.0 in bookworm, OpenSSL 1.1 was installed and referenced during the Ruby build.
Now that Ruby 3.1 is the default version for all builds, OpenSSL 1.1 can be removed.
