CI: clean mocked tags from assets, don't pollute artifacts, adjust needs to compensate

What does this MR do?

CI: clean mocked tags from assets, don't pollute artifacts

Cleanup the mocked tags from import_assets in `build:` jobs so
that we don't pollute the artifacts for later jobs.

UBI: cleanup any mocked tag, in all stages

Cleanup any mocked tags at any stage, as they seem to proliferate
more than enough.

Each job which needs these mocked tags should be creating them.

UBI/CI: adjust needs and jobs to include mocks as needed

Adjust the job definitions, with scripting and `needs` to account for
all `mock` that are needed for UBI jobs.
