Draft: CI: attempt DIND use container-snapshotter, reduce layer sizes

What does this MR do?

Attempt using the containerd image store patterns, and snapshot methods.

This changes from default overlay2 to overlayfs in order to work, but investigation shows the resulting layer patterns appear to be much smaller for several stage/layer patterns.
