Set ARCH_LIST to amd64 and arm64

What does this MR do?

Update ARCH_LIST to amd64,arm64. Doing this in CI config file means the overrides from workflow:rules (like what we added in !1945 (merged)) works as expected. We can always override this in project CI/CD settings.
