Allow selectively skipping certain stages and skip buildx jobs

What does this MR do?

• Skips start and stop buildx jobs if buildx cluster is explicitly disabled. Currently, mirror projects don't have external builder support, so by passing DISABLE_BUILDX_CLUSTER environment variable explicitly, unnecessary startup of buildx jobs is skipped
• Allow to skip final-list job when passing SKIP_JOB_REGEX environment variable that includes the job name
