UBI: Backport openssl gem pin to 17-3-stable

What does this MR do?

UBI: gitlab-ruby: explicitly install openssl gem 3.2.0+

Add explicit controls for the OpenSSL gem in ruby, at the system level.

Using '~>3.2.0'

• Added to variables
• Added args to CI
• Added args / call in Dockerfile.build.ubi
