Add ability to set high capacity runner tag for gitaly build job

What does this MR do?

Allow to set a custom higher capacity runner tag for gitaly build job, same way as for gitlab-rails jobs.

When rails project updates it's gitaly version, the pipelines will have to rebuild the image and currently this job is by far the slowest in the pipeline. With the ability to set a beefier runner for the job, it should result in similar build time improvements gitlab-rails jobs received.
