Removes rack attack from GitLab Rails

What does this MR do?

Starting on %12.4, protected paths can be configured from the Admin UI. So far, the Omnibus settings have been preserved to comply with the Omnibus deprecation policy, but given %13.0 is a major release, deprecated settings can be removed now.
