Split [gitlab-shell] config into [gitlab] and [hooks]

John Cai requested to merge jc-change-gitaly-hooks-config into master

the [gitlab-shell] section will be broken up into [gitlab] and [hooks] in gitlab-org/gitaly!2187 (merged). This MR modifies the dev config.toml to match that.
