Compile jemalloc v5.2.1 with Ruby images

What does this MR do?

This is an interim step to enabling jemalloc by default. The --with-jemalloc flag just needs to added to the Ruby compile options. For now, it can be enabled by setting LD_PRELOAD to /usr/lib/libjemalloc.so.
