gitlab-logger: switch origin, use 1.1.0
What does this MR do?
Move gitlab-logger
to make use of gitlab.com sources, and move to the v1.1.0 tag/release.

NOTE: moves dependency from github.com to gitlab.com, does not provide for com
vs dev
sourcing, as we're using a sha256sum on the tarball of the released version. This is to keep the changes minimal.
