[CI] Use new version of ruby_docker image for dependency_update job
Use a newer version of the ruby_docker image, that has new ca-certificates package, and thus doesn't face any issue due to gitlab-org/gitlab#339842 (closed). To fix issues such as https://gitlab.com/gitlab-org/build/CNG/-/jobs/1645327015
