Bump container registry to v3.14.3

What does this MR do?

This is needed to mitigate an issue (not an incident) in production (gitlab-org/container-registry#483 (closed)).

Related to gitlab-org/container-registry#483 (closed) and gitlab-org/container-registry#485 (closed).
