Drop dependencies on the "git-base" image
What does this MR do?
Many of our images depend on the "git-base" image even though they don't actually use "git" at all. This both needlessly increases the resulting images' size and makes it harder to iterate on the "git-base" image, which ultimately should only ever be required by the Gitaly image.
This MR removes the dependency on the "git-base" image from all images except "gitaly". This both brings down the size and prepares for the migration to bundled Git, where we don't install a complete Git distribution anymore but only a subset of Git binaries.
